Two Supreme Court decisions left ambiguous language surrounding the jurisdiction of the Clean Water Act, causing a standstill on regulation of many American wetlands and waterways. A bill now in the Senate would solve the problem by expanding the current term "navigable waters" to all "waters of the United States."
